§ 29-12. Off-road operation of motor vehicles.

(a)

It shall be unlawful for any person to operate a motor vehicle on another's property within the City of Pearland, except upon a public roadway, without having in said person's possession written permission to do so from the record owner of said property notarized by a public notary of Texas.

(b)

This section shall not apply to an agent, employee, or contractor of a public utility or the federal, state, or local government in the lawful execution of his duties.
